Follow these steps to fix this issue related to Skype not connecting.
1.Update your Skype.
2.Check that firewall is not blocking your Skype .
3.If your using proxy server to use Skype then check your proxy settings and configure it manually.

4.You may also delete temporary internet file of your browser if your signing in to Skype web.
